The PEER Shelter is part of the Behavioral Health Resource Network (BHRN) across Oregon, in response to Measure 110 and Oregon Senate Bill 755. The Behavioral Health Resource Network consists of a network of entities, including the PEER Shelter, providing services related to the healthy management of substance use concerns. The PEER Shelter program is a new extension of the services provided at Looking Glass' Homeless Youth Services where youth who are experiencing substance use issues can seek services and support.

The HYS programs focus on providing support to homeless or runaway youth in Lane County. With a 24-hour crisis hotline, individualized case management, emergency night shelter access, and a drop-in day shelter, staff help youth with life-skill development and provide access to basic needs. To accomplish these goals the HYS services are provided through three individual programs: Station 7, New Roads, the Rural program, and the new PEER Shelter.
