Water Operations All-City Manager (Mgr.3)

As the All City Section Manager you will be responsible for managing the First Response Crew, Locators, as well as the Valve and Hydrant Crews within the All-City Section of the Water Operations and System Maintenance Division. The First Response Crew is staffed 24/7 and serves as first responders to any water distribution system priority call or emergency. The Valve and Hydrant Crews are responsible for all repair, maintenance, installation, and replacement of valves and hydrants in the water distribution system. The Manager will also be responsible for updating and maintaining standby and auxiliary staff rosters. This position will oversee the business processes, budget, staffing, procedures, field practices, workflow management and customer response and will participate in Water Operations Division Manager standby duties.

• Manage, mentor, and supervise subordinate supervisors, with total direct and indirect supervision of 20 or more FTE's.
• Manage budget(s) of substantial consequence to the City and has delegated authority with substantial discretion in allocating financial resources, including budget adjustments.
• Provide technical guidance and strategic input regarding maintenance, repair, and operation of the water distribution system to assist the City and the community in making timely, effective, and efficient decisions regarding public health and access to a reliable water source. Accountable for monitoring and achieving performance metrics.
• Establish and monitor performance metrics to prioritize work activities and assign resources appropriately.
• Represent the City on highly visible, sensitive, and controversial issues before external constituencies; defuse troublesome issues related to City policies and procedures; manage and promote relationships with significant external constituencies; regularly facilitate public involvement processes for policy input to resolve issues and to achieve important City objectives.
• Coordinate, integrate, and provide leadership for teams and other organized work groups with diverse representation across functional, departmental and/or jurisdictional lines to achieve important outcomes.

• One (1) year operating experience in a water distribution system or a treatment plant. 
• Three (3) years additional water-related experience.  
• Five (5) years of supervisory experience managing multiple assignments concurrently and effectively supervising a diverse staff working across multiple lines of responsibilities.  

License, Certification and Other Requirements

• Employment is contingent on attaining certification as a Water Distribution Manager Class III by the State of Washington within the first year of appointment.
• Current Washington State driver's license or evidence of equivalent mobility.

Knowledge, Skills, and Abilities in:

• Responding to and managing major/minor water system emergencies.
• Methods, materials, and equipment used in the installation, repair, maintenance and operation of the water distribution system and related facilities.
• Managing multiple labor jurisdictions in a union environment.
• Utilizing work management applications, such as Maximo or similar, to schedule and track work orders. 
• Fostering teamwork within the section and as a member of the Division leadership team.
• Communicating effectively with staff, customers, and colleagues.
• Understanding and upholding the City of Seattle values of equity, inclusion, learning, accountability, and stewardship.
