The Tulare County Health & Human Services Agency (HHSA) is currently recruiting for a Licensed Vocational Nurse (LVN)-Bilingual. This recruitment will establish an employment list to fill immediate and future vacancies throughout Tulare County. The successful candidate must have the ability to maintain effective working relationships with patients, public, staff, and other departments and agencies.

HHSA’s Public Health Branch, including our Public Health Nursing Programs as well as our Health Care Centers, offers a progressive and innovative working environment for our employees while providing comprehensive health care in the community. The Health Care Centers are seeking an LVN with leadership skills in a busy, multi-department facility to serve in our primary care clinics. The ideal candidate will possess great communication and listening skills and will perform patient triage through phone, e-messaging, and walk in. The current vacancy will be located at the Visalia Health Center and will be focused on providing education on topics of communicable disease and family planning to patients and community health care providers.

Our Public Health Nursing Programs and the multidisciplinary team (MDT) are seeking an LVN with leadership skills to provide case management and outreach services for clients and perform job duties as a disease intervention specialist, including investigation, interviews, and education for the clients and associates. Provision of education on topics of communicable disease and family planning to patients and community health care providers is also a primary focus for this position.


Typical Duties

Key Responsibilities for Health Care Centers

  • Perform dressing changes, special treatments, immunizations, and other nursing services.
  • Take vital signs and measurements.
  • Administer medications, injections, and vaccines as ordered by the physician.
  • Complete nutritional, health education, and psych-social assessments according to established procedures.
  • Prepare patients for tests or for examinations and assist a physician with the examination/procedure.
  • Blood draw and obtain informed consent for procedures.
  • Administer skin test.
  • Report dog bites and communicable diseases to appropriate public health officials.
  • Take, label, and chart various specimens.


Key Responsibilities for PH Nursing Programs

  • Review requests for treatment authorization and referrals for specialist, ancillary, and in-patient services, and approve or deny requests based on health plan protocols.
  • Conduct site reviews of contracting health facilities to ensure compliance with health plan requirements, as well as state and federal regulations.
  • Perform case management for appropriate coordination and level of services.
  • Assist management staff in completing quality improvement and utilization management-related special projects.
  • Make referrals and monitor follow-up of referrals and case status.
  • Provide outreach services to the community, including counseling and presentations to individuals, select groups, and health care providers.

Employment Standards

Required Qualifications

Candidates must meet the qualifications listed below by the application deadline.

  • Graduation from an accredited Licensed Vocational Nursing program
  • Possession of a valid Licensed Vocational Nurse certificate issued by the California State Board of Vocational Nursing
  • Bilingual Spanish or Southeast Asian

Conditions of Employment

  • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may be conducted, which may include a re-investigation every 10 years for some positions.   • Possession of, or ability to obtain, an appropriate, valid California driver's license.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.


Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
